Chapter I General Provisions

Article 2 The funds required by these Measures shall be arranged by the general public budget of district finance and brought into the budgetary management of the departments of the District Economic Information Commission.We will focus on supporting the development of entrepreneurial projects, operation of entrepreneurial bases and services for entrepreneurial enterprises.

Article 3 The District Economic Information Commission shall be specifically responsible for compiling application guidelines, carrying out project solicitation, organizing expert review, distributing supporting funds, carrying out performance tracking and other related work.

The second chapter entrepreneurial project development support policies

Article 4 The term "entrepreneurial projects" as mentioned in these Measures refers to projects established by entrepreneurial talents with scientific and technological characteristics, innovation and growth. The subject of project construction shall be an enterprise with independent legal personality and shall meet the following conditions:

1. The enterprise shall register and pay taxes in Shunyi District;The paid-in registered capital shall not be less than 60% of the registered capital.

2. Entrepreneurial talents must hold more than 20% of the equity of the enterprise (subject to the industrial and commercial record).

3. The company has a good financial balance and standard operation. After the establishment of the company, it has no records of breaking laws and regulations in industrial operation, tax payment, integrity and other aspects.

4. The business business of the owner shall conform to the industrial development direction of Shunyi District, have a mature project plan, and the project shall have no intellectual property disputes.

Article 5 Supporting Standards for the Development of Entrepreneurial Projects

1. Entrepreneurs accredited by national or international talent programs (subject to accreditation certificates or published results) with a registered capital of no less than RMB 5 million;After passing the evaluation, the maximum support can be 1 million yuan.

2. Talents identified by provincial or ministerial talent programs (subject to certification or public results) with a registered capital of no less than 3 million yuan can be supported up to 600,000 yuan after passing the evaluation.

3. Students who have studied abroad return to China to establish enterprises;The registered capital of the enterprise shall not be less than RMB 1 million, or the talents with a bachelor's degree or above and the equivalent knowledge level, a mature business plan or invention patent, and the projects created can effectively connect with the market.After passing the evaluation, the maximum support can be 200,000 yuan.

Article 6 to belong to national key support, and conform to the shunyi district 3 + 4 + 1 (new energy smart car, the third generation of semiconductor, aerospace three leading industries, airport economic and financial, business, conference and exhibition industry, tourism and so on four big advanced services, building intelligent manufacture industry ecology) leading industries of high and new technology enterprise, talents and innovation team, or the development speed, good growth, high brand value and district-level contribution prominent start-ups, subject to consent by the district government workshops research, policy support can be up to 10 million yuan.

The third chapter is the operation support policy of venture capital base

Article 7 The term "business start-up base" as mentioned in these Measures refers to a place that provides development space and supporting services for business start-up enterprises.The entrepreneurial base shall meet the following conditions:

1. The construction site of the entrepreneurial base is clear. In principle, the occupied site of the entrepreneurial site should have a legal ownership certificate.If the site is used for lease, it should have a legal lease agreement, etc., or relevant certificates issued by the local government.

2. The area of the start-up base shall be more than 2,000 square meters, including a shared space and public service facilities of no less than 200 square meters.

3. Enterprises in the start-up base shall conform to the industrial development direction of Shunyi District. The number of entity enterprises in the start-up base shall be no less than 15 in half a year.

4. Operation of entrepreneurial base body has independent legal person qualification and registered in the district, has a perfect internal management system and financial system, operation main body must be more than five people stable innovation service team, and staff of bachelor degree or above accounted for more than 60%, can actively cooperate with the superior departments and the competent department of industry management and service of venture enterprises.

5. The entrepreneurial base shall have four of the following service functions:

(1) Entrepreneurship guidance.Including but not limited to providing entrepreneurship consulting, opening guidance, entrepreneurship coaching and training services for entrepreneurs or settled small and micro enterprises.Capable of providing one-to-one or one-to-many expert coaching, including but not limited to business model review, equity structure diagnosis, business plan writing, project road show, etc.

(2) Support for innovation.Provide technical innovation, product (service) innovation and mode innovation and other support services for the settled enterprises.It has the ability to provide intellectual property services or organize technical service resources, and can connect scientific and technological achievements, scientific and technological talents, research and development projects and capital.

(3) Information services.It has an open information service system that is easy for the settled enterprises to inquire. It can provide online services and realize the online and offline linkage of service information and service functions.

(4) Investment and financing services.Provide financing information, organize and carry out investment and financing promotion and connection, provide listing guidance, innovative financing application training and other services;Carry out investment business for settled enterprises by means of self-owned capital or introduction of external funds;Cooperate with financial institutions to provide credit, financing guarantee, financial leasing and other financial services.

(5) Personnel training.Provide various trainings for entrepreneurs, business operators, professional and technical personnel and employees;Provide apprenticeship positions for college graduates and recommend jobs in enterprises.

(6) Management consulting.To provide development strategy, financial management, human resources, marketing and other management consulting services and technical consulting services.

(7) Professional services.Provide legal advice and assistance, accounting, auditing, evaluation, market development, energy conservation and environmental protection services.

The above services can be cooperated with third-party professional institutions, and the satisfaction of service enterprises is not less than 90%;The public welfare services or low-charge services provided for small and micro enterprises shall not be less than 20% of the total service volume.

Article 8 Standards for Operation Support of Entrepreneurial Bases

1. Financial support for construction projects.For the building construction, decoration, infrastructure construction or renovation projects completed by the operating subject of the venture base for entrepreneurial activities, the one-time capital support can be given according to 50% of the actual investment amount of the project, with the maximum amount of support not exceeding RMB 4 million.

2. Financial support for platform projects.Entrepreneurial base operation main body building science and technology innovation platform, promote industry platform, integrated service platform, cooperation and exchange platform, etc., for entrepreneurial enterprises with low cost of public services, according to the actual capital investment, reducing charge line number, service companies, start-up effect assessment elements, such as the operating subject to give financial support, accumulated maximum support line does not exceed 4 million yuan each year.

3. Financial support for activity projects.Entrepreneurial base operating subject for entrepreneurial activities to carry out the investment and financing, project docking roadshow, BBS competition, talent introduction, agents, consulting, counselling training and other professional services, according to the actual capital investment, reducing charge line number, service companies, business enterprise performance evaluation elements such as, the operating body to give financial support, accumulated maximum support line does not exceed 2 million yuan each year.

Article 9 The district government may give special policy support to the entrepreneurial bases recognized at or above the municipal level and the operating subjects of the entrepreneurial bases that have great influence at home and abroad and undertake important national and Beijing subjects or international important science and technology, key industries leading and major research after the research and approval of the district government special committee.

Chapter IV Support Policies for Entrepreneurship Service Institutions

Article 10 The term "entrepreneurial service institutions" as mentioned in these Measures refers to specialized institutions that provide such services as discovery, screening, incubation, investment, agency and guidance for entrepreneurial projects (except property management services).Entrepreneurship service agencies must meet the following conditions:

1. Have independent legal personality and relevant qualifications, registered in the district, and have actually provided business services for more than one year (inclusive).

2. The financial income and expenditure is good, and the operation is standardized. In the past three years, there is no record of violation of laws and regulations in the industry operation, tax payment, integrity and other aspects.

3. It has a sound financial management system, a sound service process and service quality assurance measures.

4. Full-time service personnel with a bachelor's degree or above shall account for no less than 60%.

5. The enterprise to be serviced shall conform to the industrial development direction of Beijing or Shunyi District.

Article 11 Support standards for entrepreneurial service institutions

1. Business services through online and offline mode for entrepreneurial companies provide intellectual property agency, industry certification, such as legal agent business services, the basis of cost reduction according to the service enterprise quantity and effect assessment, give subsidies to its reduction cost, a single service highest annual subsidy amount does not exceed 500000 yuan.

2. Entrepreneurial service institutions that carry out large-scale entrepreneurial project discovery, introduction, screening and other activities through resource integration, especially those that introduce national innovation and entrepreneurial brand competitions, will be given financial subsidies according to the activity effect or the number of introduced entrepreneurial projects. The maximum annual subsidy for a single service institution shall not exceed RMB 500,000.

3. If a business start-up service institution provides online or offline public services such as technical training, investment and financing connection, business start-up guidance, management consulting, etc., it shall provide capital subsidies for the fee reduction and exemption according to the number of service enterprises and the evaluation of the effect. The maximum annual subsidy for a single service institution shall not exceed RMB 500,000.

Chapter V Supervision and Administration

Article 12 The District Economic Informatization Commission shall be responsible for the organization, implementation and fund supervision of these Measures;The District Finance Bureau and the District Audit Bureau shall be responsible for the supervision and inspection of the use of the supporting funds.

Article 14 The development support funds for entrepreneurial projects shall be front-end funds and shall be used exclusively for promoting the incubation and development of entrepreneurial projects.The operation support funds of the venture capital base and the support funds of the venture capital service institutions are post-subsidy funds, which are limited to the internal use of the applicant subject and used for the improvement of the operation management of the venture capital base and the improvement of the entrepreneurial service ability.

Article 15 The enterprises or institutions that have obtained financial support shall timely report the project implementation situation and the use of funds according to the requirements of the competent authorities, and shall cooperate with the District Economic and Information Commission, District Finance Bureau and District Audit Bureau to supervise and inspect the use of funds.Enterprises or institutions that have obtained financial support shall return the support funds they enjoy if they move out of the district.At the same time, the projects that enjoy the support of these measures will not enjoy similar support policies issued by other departments.

Article 16 The District Economic and Information Commission shall have the right to carry out irregular inspection on the project. For the project that fails to pass the inspection, the District Economic and Information Commission shall put forward suggestions for improvement or cancel the supporting policies enjoyed by the project unit according to the circumstances.For those who provide false materials, defraud financial funds or fail to use special funds according to the provisions, the District Economic Information Commission has the right to withdraw the supporting funds and deal with them according to the relevant laws and regulations of the state, and at the same time, the project unit shall be included in the list of trust-breaking management.

Article 17 Expenses incurred in supporting fund management, such as project review, policy publicity and promotion, enterprise credit investigation, risk assessment, financial audit and project tracking management, shall be itemized and disbursed from the special fund of the Cradle of Entrepreneurship Program.

Chapter VI Supplementary Provisions

Article 18 These Measures shall go into effect as of the date of promulgation.
